第四週上課的提綱與討論----總結「公民不服從」的意義

一、

「然而，如果正當的公民不服從，似乎威脅了公民和諧生活，那麼責任不在抗議者那裡，而在那些濫用權威和權力的人身上，那些濫用恰恰證明了這種反抗的正當性。因為，為了維持明顯不公制度，而運用國家強制機器，其本身就是一種不合法的力量形態。對此，人們在適當時機，當然有權反抗。」

Yet if justified civil disobedience seems to threaten civil concord, the responsibility falls not upon those who protest but upon those whose abuse of authority and power justifies such opposition. For to employ the coercive apparatus of the state in order to maintain manifestly unjust institutions is itself a form of illegitimate force that men in due course have a right to resist.
